CASS Accountants: Why Client Money Experience Has to Be Specific, Not General

Of all the finance-function hires an FCA-regulated firm makes, the one most likely to be filled by a technically excellent accountant who turns out to be the wrong appointment is the CASS accountant. Client money and custody assets rules are genuinely unforgiving, and the FCA treats breaches of them as some of the most serious conduct failures a regulated firm can commit. This post explains why CASS experience has to be treated as its own specialism, not a subset of general financial control, and where firms most often get the hire wrong.

Why CASS Sits in Its Own Category

The Client Assets Sourcebook — CASS — sets out the rules governing how firms hold and protect client money and custody assets. It exists because client money and custody assets are, by definition, not the firm’s own — if the firm fails, that money and those assets need to be identifiable, segregated and returnable to clients without becoming entangled in the firm’s own insolvency. Getting this wrong isn’t a reporting error the firm can quietly correct at the next audit. It is one of the most heavily scrutinised areas of FCA supervision, and CASS breaches attract some of the FCA’s largest enforcement fines specifically because client detriment from mishandled client money can be severe and hard to reverse.

That regulatory weight means the accountant responsible for CASS compliance needs a genuinely different skill set from a standard financial controller or management accountant — one built around daily and monthly reconciliation discipline, a detailed understanding of segregation methodology, and comfort operating under a rules-based regime where “close enough” is not an acceptable standard.

CASS 7 vs CASS 15: Not the Same Job

A mistake we see constantly in job briefs is treating “CASS experience” as a single, interchangeable qualification. CASS 7 governs client money held by investment firms — brokers, wealth managers, investment managers — and centres on daily client money reconciliations, the internal and external client money resource calculations, and correct treatment of the various client money distribution methods on a firm failure. CASS 15 governs client money in the debt management and claims management sectors, and while it shares the same underlying protective philosophy, the operational mechanics — how money moves, what triggers a reconciliation, what the record-keeping actually looks like day to day — are substantially different.

A CASS 7 specialist moving into a CASS 15 environment, or vice versa, is not walking into a role they already know how to do. They’re walking into a role that shares a name with something they’ve done before and differs in nearly every operational detail. Firms hiring on the CASS label alone, without checking which specific CASS regime the candidate has actually worked under, routinely end up disappointed by a hire who looked perfect on paper.

What the Role Actually Involves Day to Day

Beyond the headline reconciliation requirement, a CASS accountant’s real workload includes maintaining the firm’s CASS Resolution Pack — the documentation that would allow an insolvency practitioner to return client money quickly in the event of firm failure — managing the relationship with the firm’s CASS auditor, who reports separately to the FCA on the firm’s compliance, and staying current on the FCA’s evolving expectations, which shift meaningfully as the regulator’s enforcement priorities move. The accountant is also frequently the person who has to explain, clearly and under time pressure, exactly what happened and why when a reconciliation breaks or a discrepancy is found — a moment where genuine technical understanding, rather than a qualification alone, is what actually protects the firm.

What a Strong CASS Candidate Looks Like

Direct, hands-on prior experience of the specific CASS regime the firm operates under — not adjacent experience the candidate is confident will transfer; a genuine, granular understanding of the reconciliation methodology rather than a summary-level familiarity; experience working through an actual CASS audit, including how prior findings were remediated; and, ideally, some exposure to a stressed or failure scenario, even a near-miss, because that is where the difference between a box-ticking CASS accountant and a genuinely capable one becomes visible.
