CASS Accountants: Why Client Money Experience Has to Be Specific, Not General

Of all the finance hires an FCA-regulated firm makes, the CASS accountant is the one most likely to go to a technically excellent accountant who turns out to be wrong for the role. The client assets rules are unforgiving, and the FCA treats client money and custody failures as some of the most serious breaches a firm can commit. From 7 May 2026, payments and e-money firms joined the CASS framework through new safeguarding rules. This post explains why CASS experience is its own specialism, why the different CASS chapters are not interchangeable, and what to test when hiring.

Why CASS Sits in Its Own Category

The Client Assets Sourcebook sets the rules for how firms hold and protect client money and custody assets. The assets belong to clients, not the firm. If the firm fails, they must be identifiable, segregated and returnable without becoming tangled up in the firm’s insolvency. A CASS failure isn’t a reporting error to be corrected quietly at the next audit. It is one of the most closely supervised areas of FCA activity, and CASS breaches have produced some of the FCA’s largest fines against firms, because the harm to clients can be severe and hard to reverse.

That means the accountant responsible needs a different skill set from a typical financial controller: daily reconciliation discipline, a detailed understanding of segregation and trust arrangements, and comfort working in a rules-based regime where “close enough” is not acceptable.

The CASS Chapters Are Not Interchangeable

A common mistake in job briefs is treating “CASS experience” as one qualification. The rules differ by business type:

ChapterApplies toWhat it covers
CASS 5Insurance intermediariesClient money held by insurance brokers, including risk transfer arrangements
CASS 6Investment firms holding custody assetsSafe custody of client investments, reconciliations and records
CASS 7Investment firms holding client moneySegregation, daily internal and external reconciliations, client money resource and requirement
CASS 10Firms subject to CASS 6 or 7The CASS resolution pack
CASS 11 and 13Debt management and claims management firmsClient money rules adapted for those sectors
CASS 15Payment and e-money institutionsSafeguarding of customer funds, from 7 May 2026

A CASS 7 specialist from a stockbroker moving into a payments firm’s CASS 15 role, or an insurance broker’s CASS 5 accountant moving to a wealth manager, isn’t walking into a job they already know. The principles are shared; the mechanics, terminology, reconciliation methods and records are different. Firms that hire on the CASS label alone, without checking which chapter the candidate has worked under, are often disappointed.

The New Safeguarding Rules for Payments and E-Money Firms

Under PS25/12, the FCA’s supplementary safeguarding regime took effect on 7 May 2026. Payment and e-money firms must now:

  • carry out internal and external safeguarding reconciliations on every reconciliation day and fix shortfalls promptly;
  • keep a resolution pack to help return funds quickly if the firm fails;
  • arrange an annual safeguarding audit, unless they fall below the £100,000 threshold;
  • submit a monthly safeguarding return to the FCA; and
  • appoint a designated individual responsible for safeguarding oversight.

That has created a sharp rise in demand for safeguarding accountants, and a small pool of people who have actually run the new process. See safeguarding explained.

What the Role Involves Day to Day

  • Daily or reconciliation-day client money and safeguarding reconciliations, and investigating every break
  • Calculating the client money requirement and resource, and topping up shortfalls
  • Maintaining acknowledgement letters, trust status and bank arrangements
  • Keeping the resolution pack current
  • Preparing regulatory returns, such as the CMAR for larger investment firms or the monthly safeguarding return
  • Supporting the annual CASS or safeguarding audit and fixing findings
  • Explaining clearly, under time pressure, what happened when something goes wrong

That last point matters most. When a reconciliation breaks or a discrepancy appears, the CASS accountant is usually the person who has to explain it to the compliance officer, the board, the auditor and sometimes the FCA. Technical understanding, not just a qualification, is what protects the firm then.

Where the Role Sits in the SMCR

Responsibility for client assets is a Prescribed Responsibility, allocated to a Senior Manager. At larger firms, a CASS oversight role may also be a certification function. The CASS accountant usually reports to the CFO or head of finance, with a close working relationship with the compliance officer and the SMF who holds the CASS responsibility. See CASS oversight explained and Prescribed Responsibilities explained.

What a Strong Candidate Looks Like

  • Hands-on experience of the specific CASS chapter your firm operates under, not adjacent experience they are confident will transfer
  • Detailed understanding of the reconciliation method, not a summary-level familiarity
  • Experience of a CASS or safeguarding audit, including how findings were fixed
  • Ideally, exposure to a stressed situation, a breach, a large break or a near miss, because that is where the difference shows
  • The ability to explain technical points to non-specialists

Test these with practical questions: walk us through your daily reconciliation; what was your largest break and how did you resolve it; what was your last audit finding and what did you change?

Pay and Market

Experienced CASS and safeguarding accountants are in short supply, and the 2026 payments rules have made it worse. London base salaries for CASS specialists typically sit above general financial accounting roles at the same level, with a further premium for people who have implemented the new safeguarding regime or led a firm through a CASS audit with serious findings. Interim CASS specialists are common during remediation projects and audit preparation, and day rates reflect the scarcity. Firms that budget for a general management accountant and expect CASS expertise usually end up with neither.

Notice periods of one to three months are typical below director level. Where a firm has an audit deadline or a live remediation, interim cover while the permanent search runs is often the safer route. See interim and fractional cover and our salary guide.

Scenario: An e-money institution hires a highly qualified financial controller from an investment firm to own its safeguarding. He knows CASS 7 well but has never worked under the payment services rules. Within weeks of the CASS 15 rules taking effect, the firm’s reconciliations are breaking and its first monthly return is late. We recruit a safeguarding accountant who implemented the new rules at another EMI. She rebuilds the reconciliation process in a month, and the financial controller moves to the wider finance role he was better suited to.

Where This Sits Across the Group

CASS accountant roles are usually below director level, reporting to the CFO or head of finance, so most searches run through our sister practice Accountancy Capital. SMF Capital recruits the Senior Managers who oversee client assets, and the compliance officers and MLROs who work alongside them. Frequently Asked Questions

What is CASS?

The FCA’s Client Assets Sourcebook, which sets rules for protecting client money and custody assets, and since 7 May 2026 safeguarding by payment and e-money firms.

Is CASS 7 experience enough for a payments firm?

Not on its own. Payment and e-money safeguarding under CASS 15 works differently, so look for direct experience of it.

What changed for payments firms in 2026?

New safeguarding rules took effect on 7 May 2026, including reconciliations, a resolution pack, annual audits, a monthly return and a designated responsible individual.

Who is accountable for client money under the SMCR?

A Senior Manager allocated the Prescribed Responsibility for client assets, supported by finance and compliance.

Who recruits CASS accountants in the group?

Usually Accountancy Capital, as the roles are below director level. SMF Capital recruits the Senior Managers who oversee them.
