What SMF Roles Actually Pay in 2026: The Real Numbers

“What should we budget?” is one of the first questions on almost every SMF brief, usually asked before anyone has agreed what the role covers. The honest answer is that pay ranges for the same designation are wide, often three or four times from bottom to top. The width tells you what really drives pay in this market. This post sets out current ranges for the main executive and non-executive SMFs, explains what moves a candidate up or down the band, and covers interim and fractional rates.

Executive SMF Pay

Base salary ranges by firm size. Larger firms usually add bonus and long-term incentives, subject to their remuneration code.

Interim and Fractional Rates

RoleTypical day rate
Interim SMF16 or SMF17£700 to £1,100
Fractional SMF16/17 (1 to 4 days a month)£650 to £1,000, often as a monthly retainer
Interim Chief Risk Officer (SMF4)£900 to £1,800
Interim Chief Operating Officer (SMF24)£900 to £1,600

For small firms, the fractional model often costs a fraction of a full-time salary. Our guide to what a combined compliance officer and MLRO costs compares the options, and fractional and interim SMF cover explains how the arrangements work.

Why the Ranges Are So Wide

“SMF16” describes an accountability, not a fixed job. The compliance officer of a ten-person IFA and the head of compliance at a dual-regulated bank hold the same function, but the scope, risk and personal exposure are not comparable. Three things move the number most: firm size and complexity, the specific expertise the role needs, and the personal regulatory risk the holder takes on.

What Moves a Candidate Up the Band

Complexity, not headcount

Dual regulation, several permission types, client money, cross-border activity or a retail customer base push pay up more than headcount alone. The accountability is more demanding, not just bigger.

Specific, provable expertise

For SMF16, experience of a dual-regulated firm, a Consumer Duty implementation or an enforcement response commands a clear premium, often 20 to 35 per cent above the standard band for the firm’s size. For SMF17, crypto, payments and sanctions experience is scarce and priced accordingly; see hiring a crypto MLRO. The pattern holds across every designation: general seniority doesn’t put someone at the top of the band. Proven experience of the exact accountability does.

Personal regulatory risk

Compliance officers and MLROs increasingly price in the personal exposure the role carries. Our guide to FCA enforcement trends explains why. Firms that ignore this in their offer lose strong candidates to firms that don’t. Directors’ and officers’ insurance and a clear Statement of Responsibilities are part of the package, not extras.

Approval-readiness

A candidate who has already been approved for the same function, ideally at a similar firm, is worth more. They reduce the risk of a delayed or refused application and can usually be approved faster.

Location and Working Pattern

The ranges above are London-weighted. Outside London, base pay for the same function is typically 10 to 20 per cent lower: Edinburgh, Bristol, Leeds, Manchester and Birmingham all have active regulated sectors with their own pay levels. See our pages on Manchester, Leeds and Birmingham. Hybrid working has narrowed the gap for some roles, but regulators still expect Senior Managers to be present and accessible enough to do the job, which limits how far a London firm can recruit on regional pay. See working remotely or from overseas.

Part-time permanent roles, three or four days a week, are increasingly common for compliance officers and MLROs at smaller firms. They are usually paid pro rata against the full-time range, sometimes with a modest premium because the candidate pool is narrower.

How the Market Has Moved

Demand for experienced compliance officers and MLROs has stayed strong through 2026, driven by authorisations in payments and cryptoassets, Consumer Duty work and the steady stream of firms becoming directly authorised. The supply of candidates with prior SMF approval has not kept pace, so approved, sector-specific candidates continue to command a premium. At board level, the SMCR reforms and higher Enhanced thresholds have slightly reduced the number of committee chair roles at mid-size firms, but fees for experienced regulated-sector chairs have held. Our SMF recruitment market update tracks the trends.

Control Function Pay Has to Protect Independence

For SMF4, SMF5, SMF16 and SMF17, pay must not undermine independence. A compliance officer whose bonus depends on sales in the areas they oversee has an obvious conflict. Well-governed firms base control function variable pay on the quality of their own work, approved by the remuneration committee; see SMF12 explained. Candidates ask about this, and a poorly designed scheme is a reason for strong ones to walk away.

Notice Periods and Buy-Outs

Most experienced Senior Managers have three- to six-month notice periods, and many have deferred bonuses they would lose by moving. Deferred awards at firms under a remuneration code may be subject to malus and clawback. Budgeting for a buy-out, and structuring it properly, is often what separates an accepted offer from a declined one. See buy-outs, notice periods and clawback.

Get the Budget Right at the Brief

Firms that get SMF pay wrong almost always do so at the brief, not the offer. They set a budget from a general sense of what the title “should” cost rather than the accountability, complexity and exposure of the role. Under-budgeting leads to one of two outcomes: a search that drags on because the right candidates won’t engage, or an appointment below the experience the role needs. The second is worse, because it can surface later as a Form A query or a supervisory concern.

Scenario: A consumer credit firm budgets £95,000 for a compliance officer, based on a salary survey for “compliance manager”. The role is SMF16 at a firm with a large retail book and Consumer Duty issues to fix. After six weeks of a contingency search, no suitable candidates have engaged. We benchmark the role against approved SMF16s at comparable lenders and recommend £125,000 plus a modest buy-out. The firm accepts, we present a shortlist within three weeks, and the appointee is approved without competence questions.

We give every client a pay recommendation at the brief stage, based on the specific accountability and on candidates we are speaking to now. Our retained executive search service includes it as standard.

Frequently Asked Questions

What does an SMF16 compliance officer earn?

Roughly £85,000 to £140,000 at smaller firms, £130,000 to £220,000 at mid-size firms and £200,000 to £350,000 at larger firms, before bonus.

What does a fractional compliance officer and MLRO cost?

Typically £650 to £1,000 a day for one to four days a month, often agreed as a monthly retainer.

Why do SMF pay ranges vary so much?

Because the same function carries very different scope, complexity and personal risk at different firms.

Should a compliance officer’s bonus be linked to sales?

No. Control function pay should reward the quality of their own work, not the performance of the areas they oversee.

Do we need to budget for a buy-out?

Often. Many experienced Senior Managers have deferred awards they would lose by moving.
