Type: Part-time / fractional, ongoing
Rate: Competitive day rate or part-time salary, depending on experience
Functions: SMF16 Compliance Oversight and SMF17 Money Laundering Reporting Officer
Sector: Institutional fixed income broking
Role
An established, owner-managed institutional broker specialising in fixed income is looking for an experienced compliance officer and MLRO to take over its SMF16 and SMF17 responsibilities on a part-time basis. The current holder, the firm's Finance Director, is retiring, and the firm wants a seamless, well-planned handover.
The firm deals with professional and institutional counterparties, and its compliance needs are well defined. It's looking for someone who is happy to be genuinely hands-on, completing regulatory returns and carrying out KYC and due diligence themselves, as well as providing oversight and advice to the directors.
The role is fully remote, with no expectation of regular travel, and suits an experienced compliance professional building a portfolio of fractional roles, or someone looking for a substantial part-time position alongside other commitments.
- Hold the SMF16 Compliance Oversight and SMF17 MLRO functions once approved by the FCA, taking over from the retiring holder
- Prepare and submit the firm's regulatory returns accurately and on time
- Carry out client onboarding, KYC and due diligence on institutional and professional counterparties, including enhanced due diligence where required
- Maintain the firm's anti-money laundering framework, business-wide risk assessment and sanctions screening
- Act as nominated officer, reviewing internal reports and making suspicious activity reports where necessary
- Maintain and deliver a proportionate compliance monitoring programme, including market conduct and market abuse surveillance relevant to the firm's activities
- Keep policies and procedures up to date with regulatory change, and brief the directors
- Act as the firm's main point of contact with the FCA
- Produce an annual MLRO report and regular compliance updates for the board
- Experience of having held, or acted as deputy for, SMF16 and/or SMF17 (or CF10/CF11) at an FCA-regulated investment firm
- Background in wholesale, institutional or capital markets businesses, ideally broking or trading in fixed income or related markets
- Hands-on experience of FCA regulatory reporting, including MIFIDPRU returns
- Practical KYC, due diligence and sanctions screening experience with institutional clients
- Working knowledge of MiFID conduct requirements, market abuse rules and the Money Laundering Regulations
- Comfortable working independently and remotely, with a pragmatic, proportionate approach
- A recognised compliance or AML qualification is an advantage
- Fully remote, flexible part-time role with a stable, well-established firm
- Clear, well-defined scope and a planned handover from the current holder
- Competitive day rate or part-time salary, depending on experience and the arrangement agreed
- Direct working relationship with the firm's owners and directors
- A role that sits comfortably alongside other fractional or portfolio commitments
