SMF18 Explained: The Genuine Catch-All at the Heart of the SMCR

Every regulatory framework built around a defined list of named categories eventually runs into something that doesn’t quite fit any of them. The SMCR’s answer to that problem, for Enhanced tier firms, is SMF18 — the Other Overall Responsibility function. It’s the least glamorous designation in the whole SMF list, and one of the most important to get right, because it exists specifically to close accountability gaps that would otherwise let something significant fall through the cracks of an otherwise carefully designed framework.

What SMF18 Actually Is

SMF18 applies to a senior manager at an Enhanced tier firm who has overall responsibility for a key business activity, function or division that isn’t already covered by one of the other named SMF designations. The FCA’s underlying principle across the entire SMCR framework is that overall responsibility for every important part of a regulated firm’s business needs to sit with a specific, identifiable, individually accountable person — not spread across a committee, not left implicit, and not simply absent because no named designation happens to fit. Where a firm identifies a significant area of activity that would otherwise have no individually accountable senior manager attached to it, SMF18 is the mechanism for closing that gap.

SMF18 vs SMF3: A Distinction Worth Getting Precisely Right

SMF18 is frequently confused with SMF3, the Executive Director function, because both act as catch-alls in some sense. The distinction that actually matters: SMF3 applies specifically to executive directors — individuals who sit on the firm’s board in an executive capacity. SMF18 applies more broadly to senior managers with overall responsibility for a key activity who may not be board directors at all — a divisional head, for instance, running a significant business line without a main board seat. Getting this distinction right when mapping a firm’s SMF requirements is a genuine piece of regulatory judgement, and firms sometimes default to whichever designation feels more familiar rather than working through which one actually reflects the individual’s real role and reporting structure.

How Firms Actually Identify Where SMF18 Applies

The practical exercise is to map every significant business activity, function and division against the firm’s existing named SMF holders and ask, honestly, whether overall responsibility for each one genuinely sits with an identified, accountable individual. Where the answer is unclear — where responsibility for a significant activity is genuinely diffuse, sits informally with someone whose title suggests a narrower remit, or has simply never been explicitly assigned — that’s the gap SMF18 exists to close. Firms that do this exercise properly, rather than assuming their existing SMF list is complete, are the ones who avoid the uncomfortable discovery, often prompted by a supervisory review or an incident, that a significant part of the business had no individually accountable senior manager at all.

What This Means for Recruitment

Recruiting into an SMF18-designated role looks, on the surface, like recruiting a divisional head or function leader in the ordinary way — but the appointment carries the full weight of SMCR’s personal accountability framework once the designation is confirmed. A candidate needs to understand, going in, that they’re accepting the same category of personal regulatory exposure as any other SMF holder, even though the corporate title attached to the role may not signal that clearly. Firms sometimes under-communicate this during the hiring process, treating the SMF18 designation as a formality to be handled by HR after an offer has been accepted, rather than a material term of the role the candidate should understand and accept explicitly before they join.

Why This Designation Matters More Than Its Profile Suggests

SMF18 rarely generates the volume of dedicated recruitment activity that SMF1, SMF2 or SMF16/17 do, simply because it isn’t tied to a single, universally recognised job title the way those are. But the underlying principle it enforces — that every significant part of a regulated firm’s business needs an individually accountable senior manager — is central to what the SMCR is actually trying to achieve. A firm with a well-mapped SMF structure, including a considered view on where SMF18 genuinely applies, has meaningfully stronger governance than one that has simply designated the obvious named functions and assumed that’s sufficient.
