Birmingham’s SMF Market
Birmingham’s regulated sector has grown substantially over the past decade. HSBC UK moved its headquarters to the city when it set up its ring-fenced bank, and many other banks, insurers and asset managers run major operational and regional centres around Colmore Row, Brindleyplace and Snowhill. Across the West Midlands there’s also a strong base of consumer credit lenders, motor and asset finance firms, payment businesses and building societies, including Coventry Building Society.
The Senior Manager market here looks different from London’s. Fewer firms carry the full suite of Enhanced designations, but many carry Core responsibilities in areas where the FCA is paying close attention: consumer credit, affordability, collections and the Consumer Duty. Birmingham also has a smaller pool of approved Senior Managers. Firms often face a choice between relocating a London candidate, accepting a hybrid arrangement, or appointing a strong local deputy stepping up to their first SMF role.
Consumer Credit and Motor Finance
The West Midlands has a concentration of consumer credit, motor finance and asset finance firms. The regulator expects their Senior Managers to show how their decisions lead to good customer outcomes, particularly on affordability, forbearance and the fair treatment of customers in financial difficulty. First-Time Senior Managers
Many of the strongest Birmingham candidates are heads of compliance, risk or financial crime who have not yet held an SMF in their own name. They can be excellent appointments, but the application needs to show the regulator why they’re ready: the scope they’ve already covered, the decisions they’ve taken and the support around them. Relocation and Hybrid Arrangements
Birmingham is around 80 minutes from London by train, and many Senior Managers now split their week between the two. That widens the pool considerably, provided the role’s attendance expectations are clear from the start. We discuss this candidly with candidates before they reach a shortlist.

The regulator can take up to three months to decide a complete application, and notice periods for Senior Managers are typically three to six months. If a Senior Manager leaves unexpectedly, the 12-week rule allows temporary cover, and since the April 2026 reforms the firm must submit an approval application within those 12 weeks if the person covering is to continue.
