SMF Recruitment London

SMF Recruitment London: FCA Senior Manager Function Search

London has the largest concentration of FCA and PRA-regulated firms in the UK, and the deepest pool of approved Senior Managers. It’s also the most competitive market for them. SMF Capital recruits Senior Manager Function holders for London firms, from a first SMF16 at a pre-authorisation fintech to a Chair or Chief Risk Officer at an Enhanced firm.

Every search builds in the regulator’s fit and proper assessment from the first conversation, and every search is led personally by Adrian Lawrence FCA.

London’s SMF Market

No other UK city comes close to London for the number of Senior Manager roles. The City of London and Canary Wharf house banks, insurers, asset managers and market infrastructure firms. Mayfair and St James’s hold much of the UK’s hedge fund, private equity and private wealth industry. Shoreditch, Old Street and King’s Cross are home to hundreds of payment, e-money and crypto-asset firms. Both regulators are here as well: the FCA at Stratford and the Prudential Regulation Authority at the Bank of England.

That density cuts both ways. London firms have access to more experienced Senior Managers than anywhere else, but they compete with each other for the best of them. An approved Chief Risk Officer with PRA experience, or an MLRO who has taken a payments firm through authorisation, will typically have several options at once. The firms that hire well are the ones that move quickly, make a clear case for the role and present candidates to the regulator without avoidable gaps.

Banks, Building Societies and Dual-Regulated Firms

London is home to most of the UK’s banks and the UK branches and subsidiaries of international banks. Dual-regulated firms carry the widest set of Senior Manager Functions and Prescribed Responsibilities, and board appointments bring PRA scrutiny of collective suitability as well as individual fitness. We assess how each candidate fits the existing board, not just the role in isolation.

Asset Managers, Hedge Funds and Private Equity

London’s investment management firms range from global managers to small MIFIDPRU firms with a handful of staff. For smaller firms, the right answer is often a combined SMF16 and SMF17 or a fractional Senior Manager. For larger firms approaching Enhanced status, the challenge is building the risk and audit committee capability the regime expects. Our guide to which SMFs apply at each firm tier sets out the difference.

Insurance and the Lloyd’s Market

The Lloyd’s market and the London company market make the city the centre of UK specialist insurance. Managing agents, carriers and MGAs each need Senior Managers with market-specific experience, and dual-regulated insurers answer to both regulators. We place risk, compliance and board appointments across both.

Fintech, Payments and Crypto-Assets

London’s fintech sector produces a steady flow of firms seeking authorisation for the first time. Their first Senior Manager appointments often determine whether an application succeeds. We help founders assemble a team the regulator can rely on through SMF authorisation support, and we place experienced compliance and MLRO holders who understand safeguarding, financial crime and the FCA’s approach to newer business models.

Overseas Firms and UK Branches

Most overseas firms opening a UK branch choose London. The SMF19 Head of Third Country Branch has to reassure the regulators on a business with no UK track record. Our overseas firms page covers SMF19 and group structures.

In London the question is rarely whether suitable Senior Managers exist. It’s whether you can secure the right one before another firm does, and present them to the regulator without a gap.

How We Run an SMF Search in London

The method is the same wherever the firm is based, because the regulator’s test is the same. What changes by location is the candidate market, the competing employers and the pay expectations, and that’s where local knowledge earns its keep.

We start from the Statement of Responsibilities the new Senior Manager will sign and any Prescribed Responsibilities they will carry, then build the specification around them rather than around a job title. We approach candidates directly and in confidence, most of whom are not actively looking. Before anyone reaches a shortlist, we test them against what the approval application will ask: prior approvals, regulatory history, directorships and financial soundness, measured against the fit and proper test. We also start regulatory references early, because a late reference is one of the most common causes of delay.

Adrian Lawrence FCA interviews every shortlisted candidate personally, and we stay involved until the individual is approved and in post. For a realistic view of the stages and how long each one takes, see how long an SMF appointment actually takes. The full service is set out on our SMF recruitment services page.

What London SMF Hiring Looks Like in Practice

Pay and Competing Offers

London Senior Manager pay is the highest in the UK, and packages at larger firms usually include variable remuneration subject to regulatory deferral and clawback rules. Smaller firms rarely win on base salary alone. They win on scope, equity, flexibility and the chance to build a function. We give you an honest view of where your package sits before the search starts, so offers don’t fail at the last stage.

Notice Periods and Regulatory Timing

Senior Managers in London commonly have notice periods of three to six months, and the regulator can take up to three months to decide a complete application. Planned together, these run in parallel. Planned separately, they can push a start date back by half a year. If a Senior Manager leaves unexpectedly, the 12-week rule allows temporary cover, and since the April 2026 reforms the firm must submit an application within that period if the person covering is to continue. We can provide interim cover and run the permanent search at the same time.

The Designations in Most Demand

Across London mandates, the most frequent appointments are compliance oversight and MLRO roles, Chief Risk Officers, Chairs and independent committee chairs, and Chief Operations holders at firms focused on operational resilience. You can check any candidate’s current approvals on the FCA Financial Services Register before interview.

Accountability Is Personal

Under the Senior Managers and Certification Regime, each Senior Manager answers personally for their area. London candidates know this well, and the strongest ask hard questions about governance, resourcing and their predecessor’s departure before accepting. Firms that answer those questions openly hire better. Our analysis of FCA enforcement trends explains what “reasonable steps” means in practice.

SMF Recruitment London: Frequently Asked Questions

Do you only recruit London-based Senior Managers for London firms?

No. Many London firms now accept hybrid working, which widens the pool to candidates across the South East and beyond. We search wherever the right candidate is, within the attendance pattern the role needs.

How quickly can you shortlist for a London SMF role?

A typical London shortlist takes three to five weeks, depending on the designation and how specialist the sector experience needs to be. Interim cover can often be arranged sooner.

Can you help a London firm that hasn’t yet been authorised?

Yes. Pre-authorisation firms are a large part of our London work. See SMF authorisation support.

Do you recruit for PRA-designated Senior Manager roles?

Yes. We recruit for dual-regulated banks and insurers, where appointments need PRA as well as FCA approval. The PRA designations are set out alongside the FCA’s in SUP 10C of the FCA Handbook and the PRA Rulebook.
